Lore
Often being found taking refuge in the Northeast of Harrow Ledge, they are well known to have a system of warning which allows them to slip away before Wardens arrive, as well as robust connections with ferrymen from Bat Saha to Myr that allow merchants to trade discreetly with the gang.
Some of the Cobalt Ribbon Gang can be overheard saying that Lieutenant Arana is putting pressure on them to rob everyone and fear that she will take their cut of their earnings.
When Kahlna Sy is in the camp, the Cobalt Ribbon Gang is non-threatening, instead protecting merchants and smugglers there to sell illicit and fake goods.
Kahlna Sy's more moderate and less violent approach to gang leadership means that the Cobalt Ribbon Gang has a much less violent reputation than other gangs and merchants are willing to accept their protection.

It's rumoured that the Cobalt Ribbon Gang share resource pool with the Tabac Toe Gang. However, The Ribbon's Lament suggests that there is violence and in-fighting between the Tabac Toes and the Cobalt Ribbons even though they collaborate.

Quests
Kahlna Sy, also known as the Cobalt Ribbon Boss, is involved in the Draft Report Quest. They request that you pass on any information on the wardens' movements to her, particularly any correspondence by Chief Warden Hassam who is wounded and recuperating in Myr. If you search the manor where he is staying, you can find Hassam's Early Draft Report. If you return it to Kahlna Sy, she will give you a Deep cobalt gem as a reward.
