This quest involves finding an item and returning it at a periodically recurring event.

The Quest
1) Starting the quest
Speak to Kahlna Sy at the Cobalt Ribbon Gang Gathering. She will request a copy of Chief Warden Hassam's report.
"So...For my own curiosity I'd like to see how tolerant the Wardens really are of you Khelims...I want you to fetch me something of Chief Warden Hassam's documentation. I am very curious as to that man's intended strategy to deal with us. I imagine he has his notes somewhere fairly close to him, rather than on his person. It should be a small thing for you to get close enough to him and locate and steal any notes on our gang that you can find. When your task is done, bring whatever you find to me here...My affairs forbid a predestined travel schedule unfortunately...You'll just have to pass by from time to time to check if I'm here. That is all. You may go."
2) Finding the report
Go to Chief Warden Hassam in Myr. You can find Hassam's Early Draft Report in a bag in the house behind Hassam or by the dock.

3) Returning the report
Return to Harrow Ledge when the Gathering is there and give the report to Kahlna.

This quest can be repeated.
