This rubble appears to cover something. Brute strength is needed to clear the rubble
Rubble is a loot container that can be opened with a physical endeavour check (6-9). Inside, there are 8 slots where items are stored.
Each container holds Equipment and Trade Goods, although the quality and quantity of items are variable.
If the endeavour check is successful, the container is renamed to Cleared rubble, and any remaining contents on the ground will disappear once all the loot has been taken.
