The Stray Cat is a different cat than Flik, who is initially also referred to as a Stray Cat before interaction and is a tabby cat.

Bat Saha, near the graveyard.
Myrt
Char Cape Passage, near the Char Cape Bridge Station.
Lakatos String by the connection to Mist Keeper's Toe and on the Old Vasa Pier during the day.

With gentle movements, you coax the cat closer. It sniffs your hand, and seems to accept you as a friend. It might even let you pet it next time.

You will now be able to pet the Stray Cat.
