The Quest
1) Starting the quest
The locals in Crossings may provide rumors relating to their crops, or of their distate of Mystics. You may find more farmers than usual in the western fields.
Note - hearing this additional dialogue is not necessary for completion of the quest, but may provide a fuller picture.
Perhaps a Windreader would have something to say about what happened to that field near The Crossings!
2) An inspection
You should see the Hired Mystic lingering around the left of Crossings at Soot Birds Field, just beside a strange wooden structure. You can do a +3 
endeavour with them to get more insight of who might be culprit be in making this structure. You don't need this NPC to be present however to pick up the Piece of metal wire at the base of the structure.
By the shrine in the field, you can pick up something and receive a bit of text narration.
Stuck to the ground are a pair of branches wound with metal wire. The rig appears to be some kind of makeshift wind catcher.
After this you can pick up the Piece of metal wire. The Hired Mystic will have additional dialogue:
Ah... Yes I see now... The wind catcher was meant to call down the Southern wind and make the wheat prosper... Looking at how the catcher was made I can see it was made by a student... There are some novice mistakes that would lead to impurities in any cardinal Wind... I might even know who is behind this debacle... I think I recognise the face of that farmboy from a small painting one of my students have on her dormitory wall... Poor girl, I do not envy how she will feel when she finds out... And I have to think on if and how I will communicate this affair to the farmers... Again, not an easy task.
3) The culprit
Head close to the Aba's Family Warehouse, where you will meet the Miserable Young Woman, speak to them with the Piece of metal wire to get the rest of the story.
Yeah, yeah... Very clever, Khelim... I don't even have the energy to claim my innocence. I just wanted to impress the handsome farm boy that has been avoiding me ever since I begun my mystic studies at the Rivenleaf University... Most of us farmers are so very precautious when it comes to magic, fear of souring milk and the birth of three-headed piglets and all that... I just thought I would prove that it can be a force for good... Their yield always had a rather poor yield. I thought, you know, that if I could call down the Southern Wind, give their crops a bit of a push... The farmers stores would fill up and the boy's heart would follow suit... I guess I was halfway successful... The field soured... As did the heart of every farmer in the area. Well... The damage is done now... Unless if you have some Khelim's trick to turn back time, best just leave me here to stew in my own misery.
