Also known as The Barrens or Bitter Barrens, The Spiteful Badlands exist in the Spirit World as one of the three kingdoms, inhabited by Maisu who drag back unfortunate souls - both living and dead-, imbued with the anger and rage of their Master.
This plane is the 2nd stage to the cycle of rebirth for the deceased souls, a place to let them learn how to control an uncontrollable, intense anguish before they can move on to the next stage.
