This NPC can be found in the Shady Entrepreneurs in Bat Saha on any day, or on Tuesday nights at the Night Market that spawns in Charwood Forest at Hov Aradom. If you have met them in Bat Saha before, they will acknowledge having met you. There are two Shady Entrepreneurs, one sitting and one standing, on the right side of the market.
Inventory
The Shady Entrepreneur sells 13 items at the same time. The other one sells 7 items at a time. Three of which are Unlabeled Vial. Both are interested in foreign items. One is interested in odd items.
