Sik offers you a clue to this quest if you speak to them during the day.
How long has it been since they closed the city? Every night desperate folk come to raid my stall. I've implored the Wardens to do extra rounds here at night but they've spread themselves thin trying to keep people from leaving. How much longer can this last?
1) Starting the quest
Speak to the Cocky Looter at Sik's store at night as they are robbing Sik's store as Sik describes. They will give you Sik's stolen necklace to keep you quiet.
You! What are you looking at? We're just trying to get by in these difficult times. Tell you what. Take this, and see to it that your mouth remains shut.
2a) Returning the necklace
Speak to Sik during the day and return the necklace.
Is that? It is! My heart sank when I saw my store ransacked this morning. But getting even a small piece of it back gives me some relief. Bless your Lifewind, Traveller!
Reward
2b) Turning in the necklace
Speak to the Bridge Warden at night and give them the necklace. You will not receive any reward for choosing this outcome.
Hmm? Looting? Well we can't have that. Thank you for bringing it to my attention. I'll just pocket this necklace and begin an investigation immediately. Hehe...
This quest can be repeated.
