Nelj appears in the Bug battling children group both day and night in The Cistern.

Nelj is involved in the Bug catching quest. If you have a Mirt lippa, you can battle Nelj's big bark spider by pressing the exchange icon.

Nelj will say

Eel!! My poor spider!! You meanie!

and return the Mirt lippa to you.

Eh! Can't you do any better than that?!
