The Soot Stained Brazier or Mystic Cauldron is located in a structure in the middle of the Underbelly. Interacting with the Soot Stained Brazier replaces the name with Mystic Cauldron

The Mystic Cauldron begins a quest will enable you to interact with the ghosts in the Underbelly.
You must bring the Mystic Cauldron 7 Underbelly moss, 1 Marble-shade, and 1 Sulphur grains. In return it will grant you the Ghost Smoke status which will enable you to communicate with all of the ghosts in the Underbelly.
You mix the moss and mushrooms in the Cauldron. As you sprinkle the sulphur over the contents, the mix catches fire and with a flash evaporates into smoke. Inhaling the vapours, you feel your senses shift somehow under its influence.
