Doomed Ghostly Figure is a Ghost and will not be visible or interactable to the player unless you have a means of Seeing the dead.

They make rare appearances at night at the edge of Skirr Islet in Alken Rock Coast.
Endeavours
By doing a +12 
Endeavour with them, you will be rewarded with the Grim blade.
When you succeed, the Doomed Ghostly Figure gives you the following walk by dialogue

I am neither flesh nor spirit, Wanderer... I am hopelessness, as deeds once done cannot be unmade... So hope for me, no longer is possible.
