Uksi appears in the Bug battling children group both day and night in The Cistern.
Quests
Speaking to Uksi initiates the Bug catching quest and they give you a Bug catcher's net for free.

Look at the big adult coming down here to our hideout! Have you ever bug battled before? Its simple! You go and catch a bug, bring it here and match it against one of ours! Here! You can borrow my net. Just hold it in your hand and use it on a bug nest. Talk to Kuus if you need help finding the crawlies worth battling!
