The Quest
1) Starting the quest.
Talk to the Undercover Warden in Bat Saha. They will ask you to help deliver a message to an individual in Western Verve. You are prompted an exchange button, which you will receive the Bat Saha warden's report
2) Delivery
Ride the ferry to Western Verve. At the right under a gazebo, you can talk to an NPC which wasn't available before called the Conductor. They will have an exchange button, in which you can deliver the report to them.
