In the aftershock at the loss of the Arch Sefra, the Kasa council held a flash vote, deciding by a small margin to disband itself and give emergency power to the Northern council in New Foundary.
The Arch Sefra is never seen in game, but has been brought up in a conversation.
Lore
The Arch Sefra is part of the Arch Council in Kasa in aiding the different unions and keeping mystic affairs in check. However prior to Chapter Zero, Kasa had an unfortunate event where Master Grahma has murdered them, which was thought to be immortal. This was what caused the lockdown in Kasa, and a certain Kasaian child was able to obtain their Ruffled Sefra feather and smuggled it out of Kasa for trade.
