The Stranded Travellers appear in a small building to the left of the Gilded Telescope Teahouse. They are always there at any time of day

| If you speak to them again | We've heard that the gates to Kasa have been barred shut with armed guards letting no one in or out! It's unheard of! |

Miscellaneous
The Stranded Travellers have been present from the beginning of the game. Although there are a few ways to enter part of Kasa, there does not appear to be a way to communicate this to them.
